Crossing situation

Your heading out of the Nissequogue river. You pass the 5mph bouy and put your boat on plane. Cruising at 30mph to your favorite fishing spot off of Cranes Neck. Seeing a boat on your left (port) it looks like they will be cutting in front of you. Keeping an eye on the other boat it seems you are on the same course and look like you have potential for a collision.(Constant                                     Bearing,Decreasing Range).Which boat is the "stand on vessel", or the "give way" vessel.
